Xinnet Bei Gong Da Software

The study says the group are responsible for almost all the domains found in spam messages today. The types of violations vary from WHOIS inaccuracies to domain hijacking and typosquatting. ICANN responded to the report by sending out non compliance notices to the offenders. All registrars are responsible for investigating whois inaccuracies and shutting down domains used for spamming or other criminal activities. ICANN relies on the community at large to help them police them.
“ICANN sends, on average, over 75 enforcement notices per month following complaints from the community. We also conduct compliance audits to determine whether accredited registrars and registries are adhering to their contractual obligations,” explained Stacy Burnette, Director of Compliance at ICANN.”Infringing domain names are locked and websites removed every week through this system.”
Not surprisingly, the top three offenders are all located in China, a country that has become one of the top origins of spam in the world. While ICANN has notified the offenders and advised them to begin complying, the agency really has little power to actually stop the spammers who own the malicious domains.
